Zeze Castle was located at a key spot on Tokaido Road to increase security for smoother transportation while a nearby castle, Otsu Castle, was abandoned. Kazuaki Toda contributed 30,000 Goku and became the first chief of the castle.

After Ujikane Toda, a son of Kazuaki, was relocated to Amagasaki, Harima, Yasutoshi Honda took over the castle.
